Ebbsfleet Development Corporation was first announced in 2015 to bring forward the delivery of Ebbsfleet Garden City, regenerating previously used, brownfield land in Ebbsfleet.

The Vision
Championed by the Government and Ebbsfleet Development Corporation, Ebbsfleet brings the traditional garden city principles up to date. It provides modern liveability with quality design, sustainable connections, nature, greenery, health, and wellbeing. Diverse communities are emerging almost organically, brimming with energy and ideas, and breathing life into the modern garden city. Local residents are also empowered, through the Ebbsfleet Garden City Trust, to protect and steer the long-term future of the area for generations to come.
Ebbsfleet will be a haven for the environment where green habitats, wet woodlands, chalk streams and urban greenery are nurtured for wildlife and old quarries are reinvented for nature and recreation. Alongside this, as an original NHS Healthy Town, a health and wellbeing hub is proposed, complemented by new cycleways and footpaths to Bluewater and beyond to support the health and wellbeing of all.
These new connections and facilities will also help to bring together Ebbsfleet’s new residents with those from the existing neighbourhoods of Swanscombe, Northfleet, Greenhithe, Stone, Dartford and Gravesend.

Environment & Sustainability
The vision for Ebbsfleet is to deliver a sustainable development that is fit for the future, where everyone can make sustainable choices and live healthy lives.
Over 40% of the Ebbsfleet development area will be dedicated to green and blue space, affording residents and visitors space to enjoy nature and all it has to offer. Whilst innovation and high-quality design are at the heart of the growing community, so is biodiversity and sustainability, ensuring residents, visitors and the Corporation balance development ambitions with commitment to protect and conserve the future of Ebbsfleet for generations to come.
As Ebbsfleet Development Corporation continues to deliver one of the fastest growing development sites in the UK, must also work to ensure that Ebbsfleet Garden City is there for future generations, including preparing for changing in climate, enhancing and protecting the wildlife, and ensuring the built environment caters to the needs of the future. Social value in Ebbsfleet
Many billions of pounds will be spent on designing and building the new homes, shops, offices and community facilities of Ebbsfleet’s regeneration over the coming years. Many different parties will be involved in delivering that investment, including the Corporation itself, house builders, construction companies and many other suppliers.
Ebbsfleet’s regeneration will be many years in the making, at least until 2035, but we want the benefits of all the required investment now and in the future to be felt by local people and businesses for many years beyond the construction itself. This is known as Social Value.
To ensure a co-ordinated approach across all of the many organisations delivering Ebbsfleet, there is a common set of social value measures and record of the benefits being created. The Corporation uses the Social Value Portal and the National TOMs (Themes, Outcomes and Measures) for measuring and recording this impact.
Match My Project
Match My Project is a meeting point for the business and communities in and around Ebbsfleet. Community organisations can get help with their projects and suppliers & developers working locally can create a positive impact. Match My Project matches the resources of business with the local know-how of community organisations to get things done.
As a community organisation, you can use the site to upload your projects and accept help from businesses offering to support you.
As a business, you can use the site to find community projects that need the kind of resources you can provide, and offer to support them.
Many of the community projects that receive help from businesses are supporting Ebbsfleet Garden City’s strategic objectives and vulnerable groups, currently including jobs & skills, children, health, housing & homelessness and climate change.
Employment & apprenticeship opportunities
In line with Ebbsfleet Development Corporation Social Value ambitions, the local employment initiative commits to providing training, education, skills and job opportunities to local residents in Ebbsfleet as well as in Dartford and Gravesham Boroughs.
Whilst Ebbsfleet Development Corporation funds programmes to assist in these initiatives, developers are encouraged to support these programmes as well as create their own opportunities in order to achieve these ambitions.
Culture Development
Ebbsfleet Development Corporation aim to promote, encourage, fund, and grow cultural and creative opportunities in the local area. By working in partnership with a variety of artists and residents, a broad range of projects, activities and events will be created that engage and empower local people; support skills development and create employment; generate wellbeing, happiness, and a sense of belonging.

Healthy New Towns Programme
The Healthy New Towns programme worked with 10 demonstrator sites across England to explore how the development of new places could create healthier and connected communities with integrated and high-quality services. Putting Health into Place, our learning from the programme, is outlined across 10 principles further explored on the NHS website.
As part of the Healthy New Town programme, Ebbsfleet priorities include:
- Reducing childhood and young adult obesity
- Improving healthy eating adults
- Improving access to green space and water for everyone
- Reducing health inequalities across and between neighbourhoods
- Delivering new and refreshed health services which put local people in control of managing their health
- Delivering new homes that allow residents to live independently
- Delivering an accessible and inclusive blue and green infrastructure that promotes healthy lifestyles
- Promoting and sustaining a vibrant civic life which fosters community activity and cohesion
