Procurement Officer

Ebbsfleet Development Corporation was established in 2015 to drive forward the regeneration of Ebbsfleet and speed up the delivery of up to 15,000 homes, creating a 21st Century Garden City in Ebbsfleet, North Kent.

About the role:

The role of Procurement Officer will be responsible for providing support to the Commercial Manager as well as help support all procurement activities. The role will co-ordinate procurement activities and manage the documentation that supports the Corporation’s procurement and contracting activities. The duties of the role will include:

  • Provide general procurement support and carry out procurement exercises.
  • Maintain and administer the pipeline of procurements register.
  • Assist with the development of tender documents.
  • Deal with tender clarifications and queries.
  • Assist with the running of various procurement activities such as tenders, EOIs, RFQs, ITTs, mini-competitions.
  • Assist with tender evaluations & moderations.
  • Maintain & administer the Contracts Register.
  • Assist with procurement and contract reporting to management.
  • Provide cover for the Commercial Manager as required.

Salary: c.£30,000 + excellent benefits including CIPS study support
Hours: Full time
Location: The Observatory, Castle Hill

The Corporation operates a hybrid working arrangement whereby staff mix working from home and the office.

Who we’re looking for:

To be considered for the role you will ideally be a CIPS studier, and you will need to be able to demonstrate a good understanding of procurement as well as some knowledge or understanding of Public Contract Regulations 2015 (PCR2015) and/or Utilities Contract Regulations (UCR2016) and best practice related to public sector procurement ways of working. You will also need to be able to demonstrate experience of using public sector frameworks as well as the ability to maintain procurement records.

You will be an excellent communicator and have a track record in influencing others whilst building strong relationships.  You will also need strong analytical skills and be a lateral thinker who is able to develop creative and innovative service solutions.
