Next steps for Ebbsfleet Central Area Masterplan and Area Design Code

Ebbsfleet Development Corporation (EDC) has submitted the Area Masterplan (AMP) and Area Design Code (ADC) for the first phase of Ebbsfleet Central East. This is the next major milestone following the granting of outline planning permission, which agreed the overall plans for the wider scheme, in March 2026.

Ebbsfleet Central East (the first phase of which is referred to as EC2 in the plans) is the transformational regeneration of around 35 hectares of brownfield land around Ebbsfleet International station. With £157m in government funding, EDC can now develop firm plans to bring positive change to the area. These plans include new homes, jobs, amenities and public spaces that complement wider Ebbsfleet and neighbouring towns.

The AMP and ADC establishes a flexible framework and vision for delivery of the first phase of Ebbsfleet Central East and has been developed following a comprehensive
process of community engagement and stakeholder consultation.

They set out the principles and design guidance that future detailed planning applications for the site must follow and demonstrate how development plots may come forward, while retaining flexibility for the masterplan to evolve to respond to changing delivery needs over time.

EDC is now focused on procuring a contractor to deliver key infrastructure improvements including roads, utilities and station forecourt facilities. This investment will include improvements to Fastrack bus routes and improved walking and cycling routes.

Sara Waller, Chief Executive Officer of Ebbsfleet Development Corporation, said: “With over 15,000 residents already living across Ebbsfleet, Swanscombe and Northfleet, this is an exciting next milestone in Ebbsfleet’s journey, enabling us to progress towards starting construction with the key transport infrastructure expected to come first”.

A decision on the application is expected in 2027. The Area Masterplan and Area Design Code will shortly be available to view and comment on through our planning portal: http://applications.ebbsfleetdc.org.uk/online-applications/ using reference EDC/26/0172.
